Applying for employment as a Decoy Participant means you are interested in supporting state public health efforts to prevent illegal tobacco sales to persons under the age of 21. During compliance checks, participants operate under the direct supervision of California Department of Public Health, Office of Youth Tobacco Enforcement (CDPH OYTE) investigators, who are responsible for all operational procedures and participant safety.

Accompany INVESTIGATORS to purchase tobacco products in controlled compliance checks
If a vendor sells you any tobacco product, you hand it to the investigator, who is present the entire time.
What you need to do

You must be 15-20 years of age to enroll

Complete and turn in your application

You must have or be eligible to obtain a california ID or drivers license.

Your Reward:
As a decoy, you will be paid $40 per hour regardless of whether a sale occurs. When called to participate in compliance checks, a decoy’s involvement typically averages around 4 hours per day.
